Locutis is a Smurf character who is part of the EMPATH: The Luckiest Smurf story series. He is the father of Narrator and Chatty Smurf, who like his eldest son loves to tell stories and do dramatic narratives, even though his stories of real events can get so farfetched that his fellow Smurfs question whether they really happened. He is also the brother of Aristotle, who likes to give long-winded speeches when sharing his words of wisdom to his fellow Smurfs.

About 50 years later, he along with his wife succumbed to the same unknown disease that claimed the lives of all their fellow Smurfs except for Papa Smurf. Narrator and Chatty were then left in the care of Papa Smurf along with 96 other young Smurfs his age.

Years later, during the events in the story "Days Of Auld Lang Smurf", Locutis supposedly came back from the dead to meet his grown-up sons. However, Smurfette, Polaris Psyche, and the Smurflings discover and reveal the truth that the "resurrected" Locutis was just an illusion created by the Auld Lang Syne Spell that the evil witch, Chlorhydris, had cast upon the Smurfs.

The character is named after Captain Jean-Luc Picard's Borg identity in the Star Trek: The Next Generation episode "The Best Of Both Worlds".
